Romanian Government Scholarships 2025/2026 for International Students (Fully Funded)

The Romanian Government is now accepting applications for the 2025/2026 academic year for its fully funded scholarships, available for undergraduate, master’s, and PhD studies. These scholarships are awarded through a competitive selection process by the Ministry of Foreign Affairs (MFA) and the Ministry of Education and Research.

Eligibility Criteria

This scholarship is open to foreign citizens from non-EU countries, except for:

  • Citizens of Romanian origin or those from Romanian historical communities near Romania (who are eligible for different scholarships).
  • Individuals who have sought or obtained protection in Romania.
  • Stateless persons officially recognized as residing in Romania.
  • Diplomatic and consular personnel or their family members accredited in Romania.
  • Administrative and technical staff of diplomatic missions and consular offices in Romania.
  • Employees of international organizations based in Romania or their family members.
  • Previous recipients of a Romanian government scholarship for the same study cycle.

Application Requirements

To be considered for the scholarship, applicants must:

  • Submit a complete application file.
  • Provide study documents from accredited institutions in their home country.
  • Meet the application deadline.
  • Have strong academic performance with a minimum average of 7 (according to the Romanian grading system) or an equivalent “Good” grade.
  • Adhere to the official application submission guidelines.

Available Study Programs

Scholarships are available for the following academic programs in accredited Romanian institutions:

1. Bachelor’s Degree

  • Open to candidates with a high school diploma or equivalent.
  • Programs last between 3 to 6 years, depending on the field of study.
  • Concludes with a bachelor’s examination.

2. Master’s Degree

  • Open to undergraduates holding a bachelor’s degree.
  • Programs last between 1 to 2 years.
  • Ends with a dissertation examination.

3. PhD Degree

  • Open to graduates with a master’s degree or equivalent.
  • Programs last 3 to 5 years, depending on the field.
  • Requires a prior agreement with a doctoral tutor and successful completion of an admission interview.

Scholarship Benefits

Selected candidates will receive:

  • Full coverage of tuition fees.
  • Accommodation in university dormitories, subject to availability.
  • A monthly financial stipend, as per Romanian legislation.
